Office of Transportation; Nelson-Nygaard Consulting Associates; Portland (Or.); HDR Engineering; SRI/Shapiro, Inc.; Hansen Drafting & Graphics; Bauer, ThomasThe City of Portlandâ s Transportation Element of the Comprehensive Plan adopted June 21, 1996 recommends developing a Transit Preferential Streets Program as a means of dealing with congestion and air quality problems within the metropolitan area. It is the goal of the Transit Preferential Streets Program to improve transit travel times and service by giving priority to transit vehicles where conflicts with autos occur. A team of City of Portland staff in association with a Technical Advisory Committee (TAC) selected the following five corridors for analysis of the effect of transit preferential strategies: NE Martin Luther King, Jr. Blvd. (Hawthorne Bridge to N. Lombard Street); NE Sandy Blvd. (Burnside Bridge to SE 82nd Avenue); SE Hawthorne Blvd./Foster Road (Hawthorne Bridge to I-205); SE Division Street (Martin Luther King, Jr. Blvd. to SE 82nd Avenue); SW Beaverton-Hillsdale Highway/Barbur Blvd. (I-405 to Oleson Road). This report summarizes the findings of a detailed operations analysis of these corridors, and the solutions that were developed to improve transit travel time and the potential impacts associated with their implementation.
