    The Coburg Comprehensive Plan, originally acknowledged by the Department of Land Conservation and Development (DLCD) in 1982, is the official long-range general plan (public policy document) of the City of Coburg. Its policies and land use plan designations apply only within the area under the jurisdiction of the Plan. The Plan is a guide for both public officials and the general public to define the direction, quality and quantity of future development redevelopment and to evaluate decisions and weigh the possible effects on the future of the community. They include two components: a zoning ordinance and a subdivision ordinance, which may be adopted and published as separate documents under their own titles. In some cases the sections pertaining to subdivision of land may be included in the zoning ordinance.

    The Coburg Downtown Plan (Plan) is a refinement to the City of Coburg Transportation System Plan (TSP), which was adopted in September 1999. The Plan conforms to all TSP goals and policies, but provides greater detail on transportation and associated improvements within the downtown area, specifically the Central Business (CB) District. The land use component of the Plan recommends revisions to the Coburg Zoning Code; however specific ordinance amendments are not proposed to be adopted at this time. The City of Coburg will be in Periodic Review in the near future and the city anticipates major revisions to its zoning code; a comprehensive approach to zoning code amendments will occur through this process. The downtown code recommendations can be incorporated at that time. [From the Plan]
