The Plan conforms to all TSP goals and policies, but provides greater detail on transportation and associated improvements within the downtown area, specifically the Central Business (CB) District. The land use component of the Plan recommends revisions to the Coburg Zoning Code; however specific ordinance amendments are not proposed to be adopted at this time. The City of Coburg will be in Periodic Review in the near future and the city anticipates major revisions to its zoning code; a comprehensive approach to zoning code amendments will occur through this process. The downtown code recommendations can be incorporated at that time. The specific function of the Parks and Open Space Master Plan is to define the need for future parks and open space and describe how they will be developed to meet anticipated recreation needs. It addresses multiple transportation modes including bicycle, pedestrian, automobile, and public transportation as well as air, rail, and pipeline issues. Refinement plans will supplement the TSP with more detail and specific information on issues, policies, and project locations. These refinement plans and policies should be consistent with the TSP.
