dc.description.abstractProposes that BLM grant temporary right-of-way on BLM-administered lands on the North Spit of Coos Bay to Titan.Titan proposes to provide shoreline access to the New Carissa wreck removal operation by establishing a shoreline staging area to be located approximately 1,000 feet east of the wreckage on BLM-administered land, which in this case, is comprised of sand dunes and beach grass typical of the coastline for miles to the north and south. The shoreline staging area would include a construction transporter, similar to an aerial tramway, which would be used to provide regular safe access between the shore and the wreck removal site for personnel, equipment, and supplies. Personnel would be transported to and from the site each day for 12-hour shifts using the construction transporter. Land access to the staging area would require use of BLM roads that traverse the North Spit.en
